Presided over by Lal Bahadur Shastri, the Fifth Inter-State Council (ISC) was held in the City of Delhi from 15-18 June, 1955. The Conference decided the Naga Proclamation of an independent Nagaland. His full name is Lal Bahadur Shastri. He served as the Prime Minister of India from 1966-67. He was conferred the Bharat Ratna, India’s highest civilian award, on Republic Day, 2019, along with Indira Gandhi.
Early life and education
Lal Bahadur Shastri was born on 20 August 1920 in Anand, a village in Hardoi district, Uttar Pradesh. His parents had immigrated to India in 1875 from the city of Qadirpur, Punjab. He went to Anand Public School and then to Presidency College in the capital city, Lucknow, where he was a campus legend in sports. His father, Har Gobind Shastri, was a respected lawyer. He was interested in politics from a young age, particularly in the Indian independence movement and its activities. Lal Bahadur went to Delhi in 1937, to become a member of the Hindu Mahasabha. He studied at the University of Delhi. Lal Bahadur became involved in the Independent Students Federation (ISF), a student wing of the Congress Party. His great passion was football, he became national team captain of India and was still a leading player when he was Prime Minister of India. Lal Bahadur was one of three players from India who scored a hat-trick in the 1952 football World Cup final, held in Sweden.
The Liberation of Goa and the Quit India Movement
Lal Bahadur, during the Second World War, was appointed secretary of the INA, the armed wing of the Indian National Army, an all-Hindu nationalist force under Subhas Chandra Bose. The INA played a crucial role in the liberation of Goa from Portuguese colonial rule.
In 1942, at the age of 19, Lal Bahadur was sent on an INA mission to Kupwara in the north-west of British India. While a prisoner of the British, he tried to escape but was caught, imprisoned and tortured. He was treated
